Why people mix them up

Both documents carry your ARC number and both prove EU residence, so on the surface they look interchangeable. On the GESY enrolment portal, this shows up as a real pitfall: there's a field asking whether you hold specific document types, and ticking the wrong one — claiming MEU3 status you don't have, or an S1 you don't hold — sends your application down the wrong verification path and delays everything.

Rule of thumb: if you're actively working in Cyprus and paying into Social Insurance, you're on the Yellow Slip / employed path — don't tick MEU3 or S1 boxes unless you actually hold those documents. If you have permanent residence and aren't working, MEU3 is your basis, and it stands on its own.

What if I have both?

Some long-term residents end up holding an MEU3 after years on a Yellow Slip. If you have an MEU3, that's your eligibility basis going forward, regardless of employment status. If you later take a Cyprus salary or dividends, the standard 2.65% GESY contribution applies to that income — but your eligibility itself doesn't depend on it anymore.
